Railway stations are public spaces—essential to the social and economic life of France. SNCF stations are administered by our Gares & Connexions division and regulated by the French State, and we believe their business data should be available to everyone. So as part of SNCF’s broader transparency initiative, we’re now making station-related documents accessible on line, including key reference materials, minutes of regional stakeholder forums (IRCs), Open Data material, and—soon—the correspondence of our Stations Manager.

For SNCF, a railway station is a public space where transport policy meets urban planning—which is why we’re making station-related data available to the public as part of our broader commitment to transparency. Learn more in our interview with Patrick Ropert, Managing Director of SNCF Gares & Connexions.

Three questions for Patrick Ropert, Managing Director of Gares & Connexions.

What does it mean for Gares & Connexions to open its data to the public?
Transparency is a duty—and at Gares & Connexions it’s absolutely fundamental to our business. Our activity is regulated, and we're responsible for delivering impartial, non-discriminatory service to every operator that uses our stations.

We've made strict respect of transparency guidelines a priority, so we're completely in line with SNCF Group’s broader initiative. Our stations—perhaps even more than SNCF’s transport activities—need to meet the highest possible standards with all our stakeholders: local communities, transport operators, our customers, our partners and our passengers. Putting the numbers on the table is the easiest way to ensure that we deliver impartial, high-quality service. Bottom line: there’s nothing secret about how we manage our stations.


What kinds of data are included in this initial release?
I wanted to make our key reference material accessible so that everyone can learn more about what we do. It’s important that people understand the way we run our business and all the work we do with our partners—and there’s a wealth of information in the minutes of the regional stakeholder forums (IRCs). They capture all of the exchanges between Gares & Connexions and representatives of the French State and the regions, cities and local communities throughout France. IRC minutes also cover every aspect of station management—running our stations day to day, making them more intermodal, and investing in modernization. We’ve also begun the transparency process for our correspondence with French government officials. Assuming the authors agree, we expect to publish those materials soon, and we plan to add to them over time. Releasing this information will push us to raise the bar for producing and managing data, making materials consistent and easy for everyone to read and understand.

How do you see people using these data?
I’m hoping for feedback and constructive responses! That’s the value of an open-data approach—we can benefit from collective intelligence. And I’m a big believer in Open Data as a foundation that anyone can build on, as well as Big Data, which allows for cross-pollination and ultimately generates information value for our customers. I’d like to give the people who use our stations a whole new way of looking at them—a more open view, but above all a more practical one. We’re already using our raw data to develop a new way of talking to them—a new approach that’s richer, more useful, and more fun. I hope to be able to show you the preliminary results in the next few months.

Regional stakeholder
forums (IRCs)

The overview documents for regional stakeholder forums (IRCs) cover every aspect of operating a station—key challenges, passenger traffic, available services, investments and revenue. Under French law (Decree No. 2012-70 of 20 January 2012), the IRCs must gather once a year for a meeting called by Gares & Connexions’ Stations Manager. The list of attendees is drawn up for each region by its representative for the French State, and the minutes of each meeting are published at the request of the participants.

Registration Documents

The Registration Document (Document de Référence des Gares, or DRG) for our stations describes every aspect of our operations—rail services, station assets, and in-station shops and businesses. It also lays out the core principles that underpin the relationships between SNCF, SNCF Réseau (Network) and rail companies that want to access passenger stations through the rail network.
