SNCF is an EPIC—an Établissement Public Industriel et Commercial. In plain English, that means we’re a state-owned industrial and commercial enterprise dedicated to serving the public.

Serving the public

Under French law, an EPIC is a public service company with a commercial and industrial mission, owned by the French State. As an EPIC, SNCF is in good company: the Cité de la musique, the Paris transport operator RATP, the Comédie Française and the French military’s procurement and services unit all have the same legal structure.

ome 30 years later, the French Rail Reform Act of 4 August 2014 created the new SNCF­—a unified public rail company consisting of three EPICs:

  • SNCF ÉPIC
  • SNCF Mobilités
  • SNCF Réseau

A flexible structure, tailored to our business

The three EPICs—without their subsidiaries—are called the Public Rail Group. They are wholly owned by the French State, and their 162,135 employees are subject to special employment status and special provisions under French law.

SNCF Group consists of all three EPICs plus their various subsidiaries across six business lines. Each subsidiary is responsible for its own growth and development in an increasingly competitive market.
